Stronger and streamlined: a new partnership structure for the Children and Young People’s 0-19+ Partnership
The 0-19+ Partnership, one of the five thematic partnerships that make up the Sheffield First Partnership, began operating under new governance arrangements this month, following a lengthy review process undertaken with all member partner organisations, agencies and services.
Following the annual 0-19+ Partnership review in Autumn 2008, the subsequent Sheffield First Partnership Review, and in light of new guidance on Children’s Trusts published by the Department for Children, Schools and Families (DCSF) late in 2008, the 0-19+ Partnership had been considering new governance proposals designed to streamline the way the Partnership works, strengthen its ability to make decisions and ensure barriers to improved outcomes are overcome.
In July this year, the partners that make up the 0-19+ Partnership agreed on the proposals and signed off the new governance arrangements. These arrangements include a restructuring of the Partnership, which includes the creation of a new Children’s Trust Executive Board, the dissolution of the three Advisory Boards and reconfiguration of Multi Agency Groups into Delivery Groups. A review of Delivery Groups will take place from October to December to ensure that they are all contributing to the objectives of the Children and Young People’s Plan 2009-11.
The membership of the 0-19+ Partnership Board has also increased due to anticipated legislation set to be announced by Government later this year. The Board will now welcome representation from Jobcentre Plus, Sheffield Museums and two representatives from the private sector.
Sheffield First Partnership and OFFER will be recruiting four voluntary, community and faith sector representatives, as well as the two private sector representatives, throughout September – November.
