The collaborative use of resources - developing the Total Place approach in Sheffield
 
Sheffield First Partnership (SFP) is developing its approach to collaborative use of resources across the city, using learning from the national Total Place pilots.  Total Place was a key initiative of the last government and aimed to develop a whole area approach to public services. The government concluded, after analysing the 13 pilot areas, that:
Through bold local leadership, and better collaborative working, it is possible to deliver services that meet people’s needs, improve outcomes and deliver better value for money.
A key element of the Total Place is to put the citizen at the heart of service design, and to take a whole systems approach to designing delivery.  Total Place can enable a radical approach to public sector delivery.
 
A Sheffield Total Place (STP) Steering Group has been established, consisting of representatives from Sheffield City Council, NHS Sheffield, and South Yorkshire Police.  The initial task of this group was to scope potential areas of public service delivery where learning from the Total Place pilots could be applied. 
 
The three projects identified by the Steering Group are:
  • Services for older people –a redesign driven by the Strategy for an Ageing Population. And utilising learning from work in Jordanthorpe.
  • Whole household/whole family services – led by Children and Young Peoples services , this project is looking at redesigning services on what users want or need rather than what organisations do, with a focus on prevention/early intervention.
  • Capital spend on infrastructure/assets – initially focussing on use of office accommodation to identify opportunities to share space/take advantage of lease breaks.
 
SFP will host a seminar on Total Place in the Autumn which will showcase the work of the three projects and also national learning and additional proposals for taking this approach forward in Sheffield.
