The Sheffield First Agreement (SFA)
Local Area Agreements (LAAs) are three-year agreements between a local area, represented by the local authority and key partners through the Local Strategic Partnerships and the Government, setting out the key priorities and improvement targets for local authority areas.
Our LAA, called the Sheffield First Agreement will form the delivery vehicle for the City Strategy 2005-2010 (updated October 2007).
New LAAs
From 2008 all areas now have a new style LAA. Key features of new LAAs include:
- They are fundamentally about performance – the aim is for each area to focus on the priorities that matter most to them and to improve performance on these priorities.
- They include up to 35 priority improvement targets drawn from the National Indicator Set of 198 performance indicators.
- Ability to have additional local targets beyond the 35 targets using our own performance indicators.
- An additional 16 statutory education indicators covering early years and attainment from Department of Children, Schools and Families are also be included in the LAA.
- There are also duties for specific named partners to co-operate in determining LAA priorities and to have regard to the agreed targets.
Sheffield First Agreement (SFA)
The SFA is based on the five themes of the City Strategy, namely:
- Strong economy;
- Successful neighbourhoods;
- Inclusive, healthy communities;
- Great place to grow up;
- Environmental excellence.
Sheffield First Partnership worked with Sheffield City Council and other partners to develop the Sheffield First Agreement for the city. To ensure organisations and individuals from across Sheffield First Partnership were involved in defining the priorities, Sheffield First Partnership held a cross-partnership Priorities event on 6 December 2007.
